In 2012, USAID initiated its BALADI program, encouraging municipalities and local communities to submit well-developed community projects for possible funding from USAID. The national program was implemented by a consortium of lead NGOs in Lebanon, including Hariri Foundation, Caritas Lebanon, Rene Mouwada Foundation, Arc en Ciel, Beyond Beirut, and Business Incubation Association in Tripoli, and the Professional Computer Association of Lebanon, and in collaboration with the Federation of Chambers of Commerce, Industry & Agriculture in Lebanon.
Hariri Foundation worked on encouraging service delivery by local governments through municipal projects that respond to citizen’s needs and on assisting several municipalities and communities across Lebanon to plan and prepare for livelihood improvement projects and to submit their proposals to receive necessary funding for implementation.
