In 2021, Hariri Foundation collaborated with the national Public Institute for Housing, the Municipality of Saida, the Disaster Risk Management Unit in Saida-Zahrani as well as specialized faculties at Beirut Arab University and Rafik Hariri University in a joint effort to conduct an urban study of the neighborhood infrastructure and social needs in the Taamir Ein El Hilweh neighborhood and to development of a holistic urban development strategy and local action plan. The project featured a capacity building component, including skills development and technical training sessions to university students of architecture and civil engineering from the partner universities.

The project also featured a research component, engaging students in applying hands-on quantitative data collection of building structural state and residents’ social status, using GIS software. Later students worked with a technical team at Hariri Foundation and the Municipality of Saida to develop and design physical interventions and socioeconomic programs aimed at enhancing the quality of life for residents through sectoral goals in line with the Sustainable Urban Development Strategy of Saida.
