In 1987, Hariri Foundation conducted a national study to identify the primary sectoral needs of 2,037 cities, villages, towns, and neighborhoods across Lebanon. The study aimed at the mapping of local challenges and surveying of local priorities amidst the destructive Lebanese civil war and Israeli aggressions, and due to the lack of developmental studies and plans at the time.

Following the survey, the study also involved national experts in drawing sectoral and integrated actions, informing a 5-year plan for recovery and development. Actions were indicated at different scales of urgency and were communicated with the relevant institutions and stakeholders.
