Lebanese Constitution Alphabet Program Launching
To commemorate the centennial of the Lebanese Constitution (May 23, 1926 – May 23, 2026), the Hariri Foundation for Sustainable Human Development launched the “Constitutional Alphabet” program, a 100-day initiative running until September 1, 2026, which marks 106 years since the proclamation of Greater Lebanon and 100 years since the declaration of the Lebanese Republic.
The program was launched during a meeting held at the National State Academy in Saida, bringing together representatives of official, municipal, human rights, academic, health, educational, economic, social, and youth organizations.
In her speech, the Foundation’s President, Mrs. Bahia Hariri, noted that over the past hundred years, the Lebanese have not had enough opportunity to turn their social contract into a stable constitutional life and a shared national awareness passed from one generation to the next. She described constitutions as a living process and a collective consciousness that protects societies from fear and collapse, guarantees rights and duties, and embraces diversity within one national framework. She stressed that the program is “a purposeful national endeavor to rebuild the relationship between citizens and the state,” expressing hope that Sidon and its surroundings will become the first truly constitutional city in the smart Lebanese Republic.
The Hariri Foundation – National State Academy team then presented the concept of the “alphabet,” its methodologies and mechanisms, and the results of monitoring and analyzing constitutional terms, their formulations, and their usage.
Members of the Youth Rise of Lebanon Forum presented information and statistics on the program’s main themes: the State, System of Government, Identity, Rule of Law, and Rights and Freedoms, in addition to development, security, and defense, along with their sub-fields, terminology examples, and related indicators.
Digital Lexicographical Platform
As the program’s first initiative, the Hariri Foundation launched a digital lexicographical platform for the Lebanese Constitution, designed to make constitutional knowledge accessible to all generations regardless of age or specialization. It has three main features:
Multilingual Access
The platform lets users read the constitutional text in Arabic, French, and English.
Interactive Glossary
Users can explore constitutional terms, their formulations, and their classifications.
Visual Analysis
The platform offers visual analysis of articles and concepts, turning constitutional ideas into tools for understanding the present and anticipating the future.
The “Constitutional Alphabet” program is implemented through the National State Academy, the Youth Rise of Lebanon Forum, and the Education for Democracy Program, in cooperation with academic experts and using artificial intelligence technologies. Over its 100 days, it includes innovation, civic engagement, and sectoral programs, such as sectoral dialogues, training and research programs, AI-powered interactive sessions, and simulation programs for different age groups. Through this initiative, the Hariri Foundation reaffirms its commitment to building a culture of constitutional citizenship based on shared responsibility, partnership, and trust between citizens and the state.
