Active Citizenship

The Active Citizenship Program is the hub through which the Hariri Foundation empowers citizens, especially women and youth, to participate in decision-making processes. The Hariri Foundation explores the socio-political dynamics that affect civic engagement and democratic participation in public life and policy dialogue.  

The Hariri Foundation empowers individual citizens and civil society organizations to advance their leadership in gender equality, youth participation, and cultural expression. Through various initiatives and activities, the foundation facilitates discussions across wide audiences on societal issues, national strategies and data-informed decisions. 

This program aims to build a more inclusive and engaged society where informed citizens are active participants in shaping their shared future. The program fosters a culture of exploration and volunteerism, involving citizens of all ages in policy research and multi-level governance simulation models. 

Platforms

National State Academy

The National State Academy is a university-based academic and research institution dedicated to fostering national identity, promoting sound citizenship practices, and enhancing active democratic participation and civic behavior that transcends regions, sects, and sectors. The Academy offers in-person and virtual educational courses, training programs, and participatory research mechanisms that cover a wide range of issues and concepts, including state-building, sectoral and regional development, and the prevention of violent extremism. These programs aim to develop capacities and employ scientific research and sectoral and regional dialogue to monitor international and local transformations and challenges, and to propose comprehensive and effective solutions.

Youth of the Rise of Lebanon Forum

The Youth of the Rise of Lebanon Forum is a regional and sectoral youth platform that works to establish solid foundations for dialogue by building youth capacities in the literature, principles, forms, and rules of dialogue. It engages them in participatory and research-based sectoral and regional mechanisms. The forum ensures youth participation in the research mechanisms of the National State Academy and in the sectoral and regional monitoring mechanisms of the “Enmaeya” platform. This component aims to involve youth at both the sectoral and regional levels through preparatory forums and large-scale youth gatherings.

Enmaeya Development Portal

Enmaeya development portal is a media and knowledge platform focused on development. Enmaeya covers key sectors like education, health, environment, economy, and technology, with a special focus on how AI is transforming these sectors. Enmaeya combines news, analysis, research, and original media content to explore how global trends are shaping daily life—especially in Lebanon, the MENA region, and beyond. More than a website, Enmaeya is a space for people to learn, share, and connect around the issues that matter most.
